House Rep. Joe McDonald (R-Delano) said that during the special session, very few issues were resolved, according to a Minnesota House issued letter.

"We adjourned after eight days with most of the big issues unresolved, including a bill to distribute federal relief and a package related to public safety/criminal justice," McDonald said in the letter.

McDonald said that House Democrats made changes to a bill involving CARES Act funding, which ultimately caused the bill to stall until the governor used his emergency powers to distribute the full amount of funding in line with the previous agreed upon legislation.

He also noted that Democrats rejected good-faith offers on legislation involving criminal justice and public safety and did not finish working on a capital investment bill.

McDonald noted that the Minnesota Department of Employment and Economic Development did, however, begin receiving applications for the Small Business Relief Grants Program that was approved by the legislature. That program will provide grants of $10,000 to small businesses that have been impacted by the pandemic.
