City Of Champlin issued the following announcement on March 17
An emergency meeting of the City Council was held today, March 20, 2020 for the purpose of briefing the Council on essential City services and governance during the COVID-19 pandemic. At the conclusion of the meeting, the Council approved the adoption of Emergency Ordinance No. 824: a Proclamation and Declaration of Emergency, which provides broader authority and flexibility for the City and staff to act in the best interests of residents during this National Emergency.
